The Project comprised of the construction of a new Borough Council Headquarters of approximately 10,500 square metres arranged over 3 floors incorporating office space, an arts centre with workshop areas, exhibition space with room for 420 seats, multi-media suites and a dance studio. The estimated budget was £23,000,000 and was part of the Lagan Corridor development. The Island Civic Centre was the largest single project undertaken by Lisburn Borough Council and was completed in early 2002 and officially opened in April 2002.
The construction of the new Civic Centre was already underway with reconstituted stone and brick work specified when Consarc Design Group, the Architects, approached S McConnell & Sons to upgrade the specification to Natural Portland Stone Cladding with a granite Plinth.
The Architects choose a clean Portland Stone to complement the unusual design of the building which features several large rotundas.
The classic contemporary lines and whiteness of the Portland stone add character to the building ensuring longevity of design.



Following discussions with the Masonry Contractor the Architect choose Portland Bowers Basebed for its durability and aesthetics.
A rainscreen cladding option was chosen which enabled the Portland stone to be cut to a 50mm thickness rather than 70mm thickness of traditional cladding thus a saving in weight and cost.
